The Personnel Board is composed of five members nominated by the commissioners.


The Personnel Board was established to serve in an advisory capacity in the administration of the County’s Career Service System for the management of County staff. The Personnel Board has the following functions:

  • Advises and assists the Personnel Director in fostering the improvement of personnel standards in the Career Service System
  • Advises and counsels the County Administrator on aspects of personnel administration
  • Hears appeals in cases of any regular Career Service System employee (and has the power to administer oaths, call witnesses, and compel the presentation of books, records, and papers pertinent to any investigation or hearing)
  • Hears discrimination appeals
  • Makes annual reports as needed to the Board of County Commissioners concerning Personnel administration
  • Makes inquiries and studies as necessary concerning personnel administration and makes recommendations regarding same
  • Renders advisory opinions to the County Administrator on personnel matters brought before the Personnel Board
  • Represents the public interest in the improvement of personnel administration in the County Service
