Guidelines for Public and Private Lakes 

Pasco County’s Land Development Codes are aimed at protecting the safety and quality of life for the residents, merchants, and visitors within our community. You may not be aware that roof over docks require a building permit on both private and public lakes in Pasco County.

Pursuant to the Pasco County Land Development Code, Section 1001.4.B.2-3, roofs, overhead coverings, walls, and enclosures must be in accordance with the Pasco County Land Development Code, Section 1001. Building permits are required prior to the construction of a dock or prior to substantial improvement of any dock or similar structure on the public and private lake waters of the County. 

In efforts to work with the property owners, we will suspend additional fees correlating to any enforcements relating to dock modification, alteration, and a roof over the dock, providing them an opportunity until June 1, 2022 to submit a complete application. Once that date has passed, we will continue with enforcement complaints, and the resident will be subject to after-the-fact fees and fines.


  1. The roof or overhead covering was built without a permit prior to March 26, 2019.

Next Steps for You:

You have two options for your covered dock. 

  1. Show proof that the covering was placed before March 26, 2019. 
  2. If the covering was placed after March 26, 2019 you must apply for the necessary permits before        June 1, 2022 to avoid after the fact fees and fines.
