Pasco County Local Mitigation Strategy (LMS)

The LMS is a guide used to implement pre-disaster mitigation and post-disaster recovery initiatives.

The LMS Plan is an evolving document with annual updates supplied to the State of Florida that prepare the plan for the FEMA 5-year update. All updates and suggestions are made by an advisory group called the Local Mitigation Strategy Working Group, who consists of public, private, and community representatives who meet quarterly to supply projects, prepare each FEMA 5-year update.

Types of Grant Programs

Hazard Mitigation Grant Program (HMGP)

The HMGP supports cost-effective post-disaster projects and is the longest running mitigation program among FEMA's three grant programs.

Flood Mitigation Assistance (FMA)

FMA provides funding to States, Territories, Federally-recognized tribes and local communities for projects and planning that reduces or eliminates long-term risk of flood damage to structures insured under the NFIP.

Pre-Disaster Mitigation (PDM)

This program is designed to assist States, US Territories, Federally-recognized tribes, and local communities in implementing a sustained pre-disaster natural hazard mitigation program.


Event Update - Ocean Pines Sinkhole

For additional updates on the sinkhole, please contact Pasco County Developmental Services Building Official or Engineering depending on the nature of the inquiry.


Sinkhole Update presentation was given at the March 27, 2018 BCC meeting, held in the boardroom at the West Pasco Government Center in New Port Richey.


Community Meetings were held at the Land O’ Lakes Heritage Park (5401 Land O’ Lakes Blvd, Land O’ Lakes) on March 10 and March 12 to provide updated information on the options being considered by the Board of County Commissioners. Community Meetings held 11/4/17 and 11/8/17 at Land O'Lakes Community Center were attended by over 200 citizens. Some of the action items taken away from these meetings are addressed below:

  • Web Page for Updates - this page has been created to provide an easy format for updating the residents in the vicinity of the sinkhole of developments and upcoming changes.
  • Mosquito Control - Variable speed controls in the trucks adjust the amount of material sprayed according to the speed of the truck, which should not exceed 20 mph while spraying. A variety of products (in various formulations) are used to treat the larvae in the water. Some of the ones used have extended release properties for 30+ days of mosquito control.   • Road Signs - New signs were requested to clarify which addresses on Ocean Pines are able to be accessed on each side of the street. Pasco Traffic Operations met with Public Safety personnel and agreed to create and post signs to reduce the amount of unnecessary traffic in the neighborhood. The signs were in place by the end of November.
  • Site Maintenance - The county cannot in good stewardship send county employees to clean and maintain the condemned properties by the sinkhole. Access to the properties contained within the fenced area is available for any maintenance that needs to be performed.
  • Water Quality Testing - Testing of the water in and in the vicinity of the sinkhole is ongoing. The results of these tests will be posted on this site as they become available.


An update on the status of the sinkhole was one of the topics presented to the Board of County Commissioners at the BOCC Workshop in the New Port Richey BCC Boardroom on January 30, 2018 at 10:00 AM. The Workshop can be watched on Pasco TV (available on Spectrum [formerly Brighthouse] channel 643 and Frontier Communications [formerly Verizon] channel 42.)
