U.S. 301 Model Development Code


The U.S. 301 project focuses on developing a model development code for the corridor that best reflects the community's vision. Pasco County has recently been awarded a Community Planning Technical Assistance Grant from the State of Florida, Department of Economic Opportunity to support this project. The grant is a reimbursement grant for $50,000/-. This project is a continuation of a previously completed planning effort - The US 301 Corridor Land Use Vision and Transportation Strategy. The Model Development Code that is developed through this project shall take into account the character districts and other provisions for addressing private and public realms that were envisioned as a part of the previous project.


The U.S. 301 Corridor Model Development Code study area includes a 5.5 mile stretch of the U.S. 301 corridor extending from Kossik Road in the City of Zephyrhills to the U.S. 98 Bypass in Dade City. The study area spans approximately a quarter mile on either side from the centerline of the U.S. 301 corridor.

The project is being completed in collaboration with Dade City and the City of Zephyrhills. Renaissance Planning Group is the consultant who is leading the development of this model code.


The intent of the U.S. 301 Model Development Code project is to create a "draft" code that represents the ideas and issues that were highlighted by the community in the past workshops in 2016. It would serve as a model for the development code that would be eventually implemented in the future. 

U.S. 301 serves as an important connector between two of the major eastern jurisdictions within Pasco County - Dade City and the City of Zephyrhills. Marked by a rolling topography and  scenic views, the corridor has a distinct quality that was highlighted by the community as a key aspect to be preserved. The draft code being prepared will address some of these aspects and dictate the future form along the corridor in a manner that respects the corridor's unique quality.  


The timeline for completion of the draft model code is June 30, 2018. Between now and June end we will be holding three workshops to discuss the model code that is being developed. The implementation of a final development code for the U.S. 301 corridor will involve several additional workshops at a later date. The timeline and process for that has not been established.

The key components of the draft model code were discussed at the U.S. 301 public workshops held in May-June. There were three options for the general public to attend and share their viewpoint - May 14, May 23 and June 1. These workshops were well attended and we are very appreciative of the questions, ideas and concerns that were shared with us. We would to thank the attendees for joining us at these workshops and taking out time for such an important initiative for the U.S. 301 corridor. The model code will be drafted keeping in mind the ideas and issues that were discussed by the community. Please note, these workshops were just the introductory workshops. While the "model code" is due to the Florida Department of Economic Opportunity" on June 15, 2018, there will be several more workshops as we further refine the model code and review how to incorporate it into the land development codes that the county and the two cities currently have. All future workshops will be announced on this project website and through press releases. The draft "model code" that is submitted to the State will also be posted here on the website.
