Meet the Intergovernmental Affairs Team
Intergovernmental Affairs communicates information about programs and services provided by Pasco County government to the county's citizens, members of the U.S. Congress, the Florida Legislature, and other local elected and appointed officials.
Intergovernmental Affairs also develops and coordinates the State and Federal Legislative Programs on behalf of the Board of County Commissioners and the County Administrator, and represents the Board's interests to the Governor, the Cabinet, the Florida Legislature, and the United States Congress.
Ralph Lair - Intergovernmental Affairs Officer
Ralph Lair was named the first Intergovernmental Affairs Officer for Pasco County in November 2014. Mr. Lair oversees Pasco County’s Intergovernmental Affairs Office, and is responsible for directing the Department’s legislative and regulatory affairs at the local, state and federal levels.
Mr. Lair also develops and promotes Pasco County’s federal and state legislative and regulatory goals and objectives. He works closely with elected officials, federal and state agencies, local chambers and the business community to protect and promote the interests of the Pasco County Board of County Commissioners.
Ralph has served in the public policy and legislative arena for over 23 years. Prior to joining the County, he was the Chief Legislative Assistant to former Speaker Will Weatherford, and had been a legislative assistant to three past members in the Florida House of Representatives.
In addition to his service in the Florida Legislature, Ralph has worked at the Southwest Florida Water Management District as a Senior Community Affairs Coordinator, and at the Florida Public Service Commission as a Senior Analyst. Mr. Lair also was the Executive Director for Florida-Stop Lawsuit Abuse.
Mr. Lair was appointed by the Speaker of the Florida House to serve as a member of the Florida Greenways and Trails Council.
Ralph holds a bachelor’s degree in Political Science from Florida State University. A native of Florida, he is a lifelong resident of Pasco County.

Johanna Rodriguez - Program Manager
As Program Manager for Intergovernmental Affairs, Johanna serves as the County Liaison to the Commission on the Status of Women, and coordinates the Citizens’ Academy program. She works in collaboration with the Government Affairs Officer in putting together the County's annual State Legislative Agenda, overseeing the County's federal lobbyist contract, overseeing the Assistant Liaison Officer Unit, and taking part in special projects and community outreach initiatives.
Johanna is bilingual - fluent in Spanish, and is a native of the Dominican Republic. Johanna formerly resided in Rhode Island. She joined Pasco County in 2015 where she was responsible for assisting the County Administrator with the planning, organizing, directing and managing of Pasco County’s administrative functions and activities.
From 2004-2015, she was a staff member of the district office of Congressman James R. Langevin, and worked as a Caseworker to assist constituents in their dealings with federal agencies, providing the public with advocacy, and information to ensure that their issues were resolved accordingly. Johanna's work on behalf of Congressman Langevin was instrumental in the Tevyaw v. Colvin federal lawsuit, where the widow of a Rhode Island same-sex marriage advocate obtained her Social Security survivor benefits after a three-year-long battle to get them. During her time there, she also coordinated the Congressman's annual Congressional High School Art Competition and the Congressman's Congressional Youth Cabinet program.
Passionate about public policy, fairness, justice and equality, Johanna holds a Bachelor of Science degree in Public Administration and Policy, having graduated Summa Cum Laude. She also holds a degree in Computer Information Systems. Johanna enjoys traveling, sightseeing and outdoor activities. Her interests include real-estate, fashion and the arts.
