NPDES Permit Compliance
The National Pollutant Discharge Elimination System (NPDES) Permit Program is a federally mandated program that is administered by the U.S. Environmental Protection Agency through the Florida Department of Environmental Protection (FDEP). This permit is issued to Pasco County and other similar local governments nationally along with municipalities and some state agencies such as the Florida Department of Transportation. The NPDES Permit Program is part of the 1972 Clean Water Act of the United States Congress.
The NPDES Permit requires compliance with all applicable water quality regulations related to stormwater runoff as well as ensuring that all of the county's Municipal Separate Storm Sewer Systems (MS4s) are functional and well-maintained. Permit compliance includes erosion and sediment control inspections, maintaining a stormwater infrastructure inventory, inspection and maintenance of the county's MS4 facilities, water quality monitoring and public outreach as well as an Enforcement Program and mandatory training.The county's Plat
Conversion Project also falls within the permit requirement.
These inspections cover stormwater discharges into the County's Municipal Storm Sewer System (MS4) facilities as well as construction runoff discharges to waters of the United States. The inspectors are certified in erosion and sediment control procedures. Along with inspections, the division also provides routine cleaning and repair to ensure Pasco County’s stormwater system is in optimal working condition.
Stormwater Management Division's engineering inspectors conduct erosion and sediment control inspections on residential and commercial development sites. These inspections are primarily for projects meeting the 1-acre size threshold. For each site there are Pre, Mid and Final construction site inspections conducted. Industrial and similar developments fall into a "high-risk" inspection category.
The Enforcement Program covers illicit discharge, illegal fill, illegal dumping, and erosion and sediment control violations. Violations may result in formal warnings, citations or legal action with fines.
Based on the county's NPDES permit requirements, certain county employees and contractors are required to be trained annually. The NPDES training programs cover Erosion & Sediment Control, Illicit Discharge Detection & Elimination and Spill Prevention & Response.
The Stormwater Management Division conducts a variety of public outreach activities to promote and educate the public about stormwater pollution prevention and ways to improve the county's water quality. This program generates a strong public awareness of the division's services through marketing and public relations efforts.
The division is dedicated to protecting the county's waterways from stormwater pollution. A water quality monitoring program is in place to check water conditions at various locations within the county. Data is collected at each site and sent to a lab for evaluation so that conditions are continually monitored.
Pasco County is responsible for meeting requirements mandated by the National Pollutant Discharge Elimination System (NPDES) permit. The County's Municipal Separate Storm Sewer System (MS4) Permit is part of the Federal Clean Water Act for reducing stormwater pollutants in our waterbodies. Pasco County is responsible for ensuring that our stormwater runoff and discharges do not pollute the waters of the United States.
